Terry R. Gilleland, Jr.
Terry R. Gilleland, Jr. is a lifelong resident of Anne Arundel County and was appointed to the District 31 seat on the Board of Education in February 2016. He returns to the Board after having served as the Student Member during the 1994-95 school year, his senior year at North County High School.
Mr. Gilleland holds a Bachelor of Arts degree in Political Science and French from Loyola University Maryland, a Master of Business Administration in Finance from the University of Baltimore, and is a Doctor of Business Administration candidate, with specializing in Finance, at Walden University. He serves as the State Director of Adult Education at the Maryland Department of Labor, Licensing, and Regulation and previously held curriculum development and digital learning positions at Laureate Education, Inc. He has served as an adjunct faculty member for both Anne Arundel Community College and the Community College of Baltimore County, teaching courses in economics, entrepreneurship, and finance.
He served as a state delegate in the Maryland General Assembly from 2003 to 2007, and was assigned to the Ways and Means Committee, which is the fiscal and education policy oversight committee in the House of Delegates. During his term, he advocated for a number of educational policy initiatives and was appointed by the Speaker of the House to the Maryland Commission to Study Local Maintenance of Effort, which led to the current statute stipulating local funding requirements for education.
From 2007 to 2015, he served on the Anne Arundel Workforce Development Corporation (AAWDC) Board of Directors, advocating for increased partnerships with both Anne Arundel County Public Schools and Anne Arundel Community College.
Mr. Gilleland is involved extensively in the non-profit area. He co-founded World Languages 360, an organization dedicated to building a more multilingual workforce to meet changing global business needs, and serves on the Board of Directors of Faith into Action and HOPE for All, two organizations helping to provide food and basic needs for Anne Arundel County residents. He also serves on the Maryland Future Business Leaders of America Foundation Board and is a member of the American Economic Association.
He and his wife, Emily, have one daughter, Michelle, and live in the Shipley’s Retreat community in Millersville. The Gillelands are active members of St. John Lutheran Church in Linthicum, huge supporters of the U.S. Naval Academy, and avid Navy football fans!
