Our Key Challenges to Student Success

Student Mobility Rate

  • At Park, we have a high mobility rate which has brought us many children who lack the benefits of a consistent educational program. Many of our students have attended several schools each year or have inconsistent enrollment in school. Students who remain at school throughout a school year or throughout all of their elementary school years generally meet greater success. Students who move frequently and switch between school systems are not able access to comprehensive consistency within well designed instructional programs so necessary for student success. At Park, we frequently enroll students from Baltimore City and Baltimore County during various points of the school year. As of April 6, 2018, 162 new students in grades 1-5 had enrolled at Park Elementary during the 2017-2018 school year. Some of those 162 students have already withdrawn from Park and moved on to yet another school or school system. Due to the significant instructional impact on students who are so mobile, we coordinate our efforts with the Homeless Student Office in order to help our families find consistent housing and, consequently, schooling.
