In March 2023, 138 schools in 10 school systems across Maryland were identified as Comprehensive Support and Improvement (CSI) schools by MSDE. This designation was based on schoolwide performance, student group performance, low graduation rate, or not meeting certain exit criteria in the 2018-2019 school year.
The Every Student Succeeds Act (ESSA) requires each State Educational Agency receiving funds to notify each school system in the State of any school that is identified for CSI under the State’s accountability system 20 U.S.C. §6311(d). Accordingly, Maryland established requirements to implement this aspect of ESSA under the direction of MSDE. Schools in Maryland identified for CSI will work alongside MSDE to conduct a resource inequity analysis, devise an improvement plan, and receive hands-on coaching and support requiring partnership with MSDE.
Anne Arundel County Public Schools has dedicated an expert team to address the specific needs of and provide supplemental resources to CSI schools. The team implements a range of strategies to support students and teachers and customizes assistance to schools through:
- Targeted Interventions: The team supports schools in identifying students who are struggling academically and monitors targeted evidence-based interventions. This may include one-on-one tutoring, small group sessions, or specialized instructional programs.
- Data Analysis and Individualized Plans: By analyzing student performance data, the team identifies areas where students need improvement. They then collaborate with stakeholders to create plans for students and student groups, addressing their unique challenges and learning styles.
- Collaboration with Teachers: The CSI team works closely with teachers to understand the specific needs of their students. They provide resources, professional development opportunities, and ongoing support to help teachers implement effective instructional strategies.
- Family and Community Engagement: Recognizing the importance of a holistic approach, the team encourages the engagement of families and the community. The CSI team helps with the logistics and coordination of Parent and Family events so that the schools can communicate with parents, providing them with information on how they can support their child’s learning at home and involving them in the education process.
- Monitoring and Evaluation: The CSI team continuously monitors the progress of students through assessments and other measures. Regular evaluations help them adjust strategies as needed to ensure that interventions are effective and aligned with student needs and that of the schools.
By combining these efforts, the CSI team works closely with school leadership, stakeholders, and teachers with the aim to create a comprehensive support system to enhance the capacity of the teachers and address the diverse needs of students in CSI schools. These efforts foster a supportive and effective learning environment conducive to accelerating student academic achievement levels and increasing overall school performance.
